Country Based Restrictions

Use case: you have an exclusive dealer that serves a specific country, for example Canada. So you block canadian orders with the tool. But now your dealer cannot order because he is also from Canada. The bypass would allow the dealer to order but not the other customers from that country.

We are running a multivendor woocommerce website in many countries using WCFM, so how could we remove the country restrictions from the seller frontend so we as admins will be the only controller of the restrictions from our woocommerce backend and the seller don't see or control it. Many Thanks,
